DAN McGEE CONSTITUTION AND BY-LAWS OF THE BAPTIST MISSIONARY ASSOCIATION OF KANSAS AND WESTERN MISSOURI CONSTITUTION ARTICLE I Preamble With a sincere desire for the promotion of the divine teachings of church and ministerial equality and a deeper realization that Christ alone is our leader, and the Word of God shall forever be our all-sufficient rule of faith and practice, and with an honest emphasis on fellowship and cooperation among all Baptist Churches upholding these principles, we prayerfully adopt the following constitution and by-laws. ARTICLE II Doctrinal Statements I God There is one living and true God, the creator of the universe (Ex. 15:11; Isa 45:11; Jer. 27:5). He is revealed in the unity of the Godhead as God the Father, God the Son, and God the Holy Spirit, who are equal in every divine perfection (Ex. 15:11; Matt 28:19; II Cor. 13:14). A. God the Father is the supreme ruler of the universe. He Providentially directs the affairs of history according to the purposes of His grace (Gen 1; Ps. 19:1; Ps. 104; Heb. 1:1-3). B. God the Son is the Savior of the world. Born of the virgin Mary (Matt 1:18; Lk. 1:26-35), He declared His deity among men (John 1:14, 18; Matt. 9:6), died on the cross as the only sacrifice for sin (Phil. 2:6-11), arose bodily from the grave (Lk. 24:6, 7, 24-26; I Cor. 15:3-6), and ascended back to the Father (Acts 1:9-11; Mk. 16:19). He is at the right hand of the Father, interceding for believers (Rom. 8:34; Heb 7:25) until He returns to rapture them from the world (Acts 1:11; I Thes. 4:16-18). C. God the Holy Spirit is the manifest presence of deity. He convicts of sin (John 16:8-11). Teaches spiritual truths according to the written word (John 16:12-15), permanently, indwells believers (Acts 5:32; John 14:16, 17, 20, 23), and confers on every believer at conversion the ability to render effective spiritual service (I Pet. 4:10,11). II The Scriptures A. The Scriptures are God s inerrant revelation, complete in the Old and New Testaments, written by divinely inspired men as they were moved by the Holy Spirit (II Tim. 3:16; II Pet. 1:21). Those men wrote not in words of human wisdom but in words taught by the Holy Spirit (I Cor. 2:13) B. The Scriptures provide the standard for the believer s faith and practice (II Tim. 3:16, 17), reveal the principles by which God will judge all (Heb 4:12; John 12:48), and express the true basis of Christian fellowship (Gal. 1:8,9; II John 9-11). III Creation A. The World  God created all things for His own pleasure and glory, as revealed in the biblical account of creation (Gen. 1: Rev. 4:11; John 1:2,3; Col. 1:16) B. The Angels  God created an innumerable host of spirit beings called angels. Holy angles worship God and execute His will; while fallen angels serve Satan, seeking to hinder God s purpose (Col. 1:16; Lk. 20:35, 36; Mat. 22:29,30; Ps. 103:20; Jude 6). C. Man  God created man in His own image. As the crowning work of creation, every person is a dignity and worth and merits the respect of all other persons (Ps.8; Gen.1:27; 2:7; Matt. 10:28-31). IV Satan Satan is a person rather than a personification of evil (John 8:44), and he with his demons opposes all that is true and godly by blinding the world to the gospel (II Cor. 4:3,4), tempting saints to do evil (Eph. 6:11; I Pet. 5:8), and warring against the Son of God (Gen. 3:15; Rev. 20:1-10). V Depravity Although man was created in the image of God (Gen 1:26; 2:17). He fell through sin and that image was marred (Rom. 5:12; James 3:9). In his unregenerate state, he is void of spiritual life, is under the influence of the devil, and lacks any power to save himself (Eph. 2:1-3; John 1:13). The sin nature has been transmitted to every member of the human race, the man Jesus Christ alone being excepted (Rom. 3:23; I Pet. 2:22). Because of the sin nature, man possesses no divine life and is essentially and unchangeably depraved apart from divine grace (Rom. 3:10-19; Jer. 17:9) IV Salvation A. The Meaning of Salvation  Salvation is the gracious work of God whereby He delivers undeserving sinners from sin and its results (Matt. 1:21; Eph. 2:8-9). In justification He declares righteous all who put faith in Christ as Savior (Rom. 3:20-22), giving them freedom from condemnation, peace with God, and full assurance of future glorification (Rom. 3:24-26). B. The Way of Salvation  Salvation is based wholly on the grace of God apart from works (Titus 3:5; Eph. 2:9). Anyone who will exercise repentance toward God and faith in the Lord Jesus Christ will be saved (Acts 16:30-32; Lk. 24:47; Rom. 10:17). C. The Provision of Salvation - Christ died for the sins of the whole world (John 1:29, 3:16; I John 2:1,2). Through His blood, atonement is made without respect of persons (I Tim. 2:4-6). All sinners can be saved by His gracious provision (Heb. 2:9; John 3:18). The Purpose of Salvation  Election is the sovereign act of God by which He bestows His mercy of salvation upon all whom He has chosen in Jesus Christ before the foundation of the world, according to His foreknowledge (Eph. 1:3-5; I Pet. 1:1,2). It is consistent with God s sovereignty and man s free agency (Eph. 1:11-14). Election necessitates the preaching of the gospel to every creature, the convicting of sinners by the Holy Spirit, and the belief of the truth of each repenting sinner (Matt. 28:18-20; Mk. 16:15). Within our finite limits of understanding, sinners are free to accept or reject God s offered mercy (John 1:11,12). VII Sanctification All believers are set apart unto God (Heb. 10:12-14) at the time of their regeneration (I Cor. 6:11). They should grow in grace (II Pet. 1:5-8) by allowing the Holy Spirit to apply God s Word to their lives (I Pet. 2:2), conforming them to the principles of divine righteousness (Rom. 12:1,2; I Thes. 4:3-7) and making them partakers of the holiness of God (II Cor. 7:1; I Pet. 1:15,16). VIII Security All believers are eternally secure in Jesus Christ (John 10:24-30; Rom. 8:35-39). They are born again (John 3:3-5; I John 5:1; I Pet. 1:23), made new creatures in Christ (II Cor. 5:17; II Pet. 1:4), and indwelt by the Holy Spirit (Rom. 8:9; I John 4:4), assuring their perseverance in good works (Eph. 2:10). A special providence watches over them (Rom. 8:28; I Cor. 10:13), and they are kept by the power of God (Phil. 1:6; 2:12,13: I Pet. 1:3-5, Heb. 13:5). IX Church A. The Nature of the Church  A New Testament church is a local congregation (Acts 16:5; I Cor. 4:17) of baptized believers in Jesus Christ (Acts 2:41) who are united by covenant in belief of what God has revealed and in obedience to what He has commanded (Acts 2:41-42). B. The Autonomy of the Church  She acknowledges Jesus as her only Head (Eph. 5:23; Col. 1:18) and the Holy Bible as her only rule of faith and practice (Isa. 8:20; II Tim. 3:16-17), governing herself by democratic principles (Acts 6:1-6; I Cor. 5:1-5) under the oversight of her pastors (Acts 20:28; Heb. 13:7, 17, 24). C. The Perpetuity of the Church  Instituted by Jesus during His personal ministry on earth (Matt. 16:18; Mk. 3:13-19; John 1:35-51), true churches have continued to the present and will continue until Jesus returns (Matt. 16:18; 28:20). The Ordinances of the Church  Her two ordinances are baptism and the Lord s Supper. Baptism is the immersion in water of a believer as a confession of his faith in Jesus Christ (Matt. 28:19; Rom. 6:4) and is prerequisite to church membership and participation in the Lord s Supper (Acts 2:41-42). The Lord s Supper is the sacred sharing of the bread of communion and the cup of blessing by the assembled church (Acts 20:7) as a memorial to the crucified body and shed blood of Jesus Christ (Lk. 22:19,20; I Cor. 11:23-26). Both ordinances must be administered by the authority of a New Testament church (Matt. 28:18-20, I Cor. 11:23-26). The Officers of the Church  Pastors and Deacons are the permanent officers divinely ordained in a New Testament church (Phil. 1:1). Each church may select men of her choice to fill those offices under the leading of the Holy Spirit (Acts 6:1-6; 29:17, 18) according to the divinely given qualifications (I Tim 3:1-13). Pastors (elders, bishops) are authorized to oversee and teach the churches under the Lordship of Jesus Christ (Acts 20:28; Heb. 13:7, 17, 24; I Pet. 5:1-4) Each church is responsible to follow them as they follow Christ (I Cor. 11:1; I Thes 1:6; Heb. 13:17) and to provide a livelihood for them that they might fulfill their ministries (I Tim. 5:17, 18; Phil 4:15-18). Pastors are equal in the service of God (Matt. 23:8-12). Deacons (ministers, servants) are servants of the churches and assistants to the pastors, particularly in benevolent ministries. Each church may select her own deacons according to her needs, and no church is bound by the act of another church in that selection (Acts 6:1-6). F. The Ministry of the Church  Her mission is evangelizing sinners by preaching the gospel. (Matt. 28:19; Lk. 24:45-47), baptizing those who believe (Acts 2:41; 8:12, 35-38), and maturing them by instruction (Matt. 28:20; Acts 2:42) and discipline (Matt. 18:7, 18; I Cor. 5:1-5). G. The Fellowship of the Church  She is free to associate with true churches in furthering the faith (II Cor. 11:8; Phil 4:10, 15, 16) but is responsible to keep herself from those who hold doctrines or practices contrary to Holy Scripture (Gal. 1:8, 9; I John 2:19). In association with other churches, each church is equal and is the sole judge of the measure and method of her cooperation (Matt. 20:25-28). In all matters of polity and practice, the will of each church is final (Matt. 18:18). X Civil Authority Human government was instituted by God to protect the innocent and punish the guilty. It is separate from the church, though both church and state exercise complementary ministries for the benefit of society (Matt.22:21). Christians should submit to the authority of the government under which they live, obeying all laws which do not contradict the laws of God, respecting officers of government, paying taxes, rendering military service, and praying for the welfare of the nation and its leaders (Rom. 13:1-7; I Pet. 2:13, 17; I Tim. 2:1,2). They should vote, hold office, and exercise influence to direct the nation after the principles of Holy Scripture. Civil authority is not to interfere in matters of conscience or disturb the institutions of religion (Acts 4:18-20), but it should preserve for every citizen the free exercise of his religious convictions. Churches should receive no subsidy from the government, but they should be exempt from taxation on property and money used for the common good through worship, education, or benevolence. XI Last Things A. Return  Our risen Lord will return personally in bodily form to receive His redeemed unto himself. His return is imminent (I Thes. 4:13-17; Rev. 22:20). B. Resurrections  After Jesus returns, all of the dead will be raised bodily, each in his own order; the righteous dead in  the resurrection of Life and the wicked dead in  the resur rection of damnation (John 5:24-29; I Cor. 15:20-28). C. Judgments  Prior to the eternal state, God will judge everyone to confer rewards or to consign to punishment (Matt. 25:31-46; II Cor. 5:10; Rev 20:11-15). D. Eternal States  Heaven is the eternal home of the redeemed (John 14:1-3) who, in their glorified bodies (I Cor. 15:51-58), will live forever in the presence of God forever (I Thes. 4:17) in ultimate blessing (Rev 21,22). Hell is the place of eternal punishment and suffering (Lk. 16:19-31) for the devil, his angels (Matt. 25:41), and the unredeemed (Rev. 20:10-15). Addendum: Note: The following statements are not to be binding upon the churches already affiliated with this association, or to require adoption by churches petitioning this body for privilege of cooperation, or to be a test of fellowship between brethren or churches. It is with great excitement that I bring this brief report of our missions work here in the BMA of Kansas and Western Missouri. God is moving among our people and I know we will continue to see great results in the days to come. Bro. Fausto Coto reports an average of 60 70 attending the Sunday Morning services and due to some work schedules which keep some away on Wednesday nights they are averaging about 30 for their mid week service. They have 12 youth attending the weekly youth meetings on Saturday where they are learning to play musical instruments for their church praise band. Bro. Fausto s health is improving. He has found a new physician in Liberal who is helping him to get the medicine he needs. His condition is one many of our Pastors is afflicted with: it s called overwork. He is extremely tired working both at National Beef and as missionary/pastor for the BMA of Kansas and Western Missouri. Continue to pray for his physical needs as well as his spiritual needs. He has begun a jail ministry 35 miles away from Liberal where he is ministering and teaching to the inmates there. His needs presently are our prayers for his health and his work, five keyboards for the band (these can be used or new as they have an outlet to get new ones for $140 each), and your continued support for the work in Liberal and the surrounding area. Grace Baptist Church has already promised one of the keyboards and it would be great if four other churches would do the same. The work in Ottawa, Kansas which the Advisory Committee will recommend for missionary support today, is showing steady growth, as they had 35 in their Sunday services this past week with some individual who have not attended in about a year or so. Bro. Steve Crandall is adequately leading this group in a spirit of revival and he has instilled an aura of excitement among the people. If you approve this project as a state mission endeavor, I am confident that we will see great results over this next year. A new sign has been installed and work has begun on their driveway with some money given to them by the Bethel Baptist Association. I am anxious to see the finished product and the continued growth to this church in a prosperous and growing part of the Kansas City metro area. State Missions Director Annual Report June 24, 2006 It is again an honor to bring to you my second annual report as your Missions Director. This past year has had its ups and downs. I have had the opportunity to visit two other state associations and several local associations to promote our mission program here in Kansas and Western Missouri. I thank you for your support of myself in these endeavors. Without being able to share with you our financial records at this time, due to some computer problems experiences by our Secretary/Treasurer I can only state that at the end of eleven months we had a General fund balance of $5,462.56 which was $585.03 in the checking account, #2,160.04 in the Coto Medical Account, and $2,717.75 in the Coto Work Fund. The Revolving Loan Fund had a total ending balance of $22,685.27 and the Baptist Hearld had a balance of $3,397.89. Your new Secretary/Treasurer and your new Editor will have available the exact figures as soon as all repairs can be made and accounts turned over to them. I know Brother Jerry regrets this problem, but is personally paying to have these all retrieved from his hard drive. Having been in Liberal, Kansas for three years, we have seen this work go through many changes. Brother Fausto Coto and his family moved here from El Salvador to begin the work from the ground up and he continues to labor in this field and has even served in some of the outlying areas. Many have come to put their trust in Christ under his ministry. He has experience what many Hispanic churches experience with local membership being very transit and constantly having to rebuild. I appreciate Brother Fausto and his family for their heart is truly in the ministry in Liberal and we are recommending this work for another year. You have been faithful to provide many items for their work and even many personal needs and for this I thank you and I know Brother Fausto and his family thank you for your ministry to them. You will share in the rewards from this field of labor for your faithfulness to serve Brother Fausto Coto and the Baptist Mission on the Rock. For the past nearly two years, Brother Steve Crandall has been serving with the fine people of Ottawa, Kansas and the crossroads Baptist Church. There is a renewed zeal for the work there in Ottawa and Brother Steve is giving of his time tirelessly to minister to the needs of this community. They continue to grow and are their average is increasing as well. Through the BMA of Kansas City and the Bethel Baptist Association they have been able to accomplish a great deal of work on their property and it is looking great. Brother Steve and his untiring energy is been a great asset to the work in Ottawa and we are again recommending this work for another year. Your Missions Advisory Committee is also recommending that we continue our support of the Barnabas Touch/Romanian Missions KOAM ENCAMPMENT JULY 11-15 2005 There is always an air of excitement as we look forward to another year at camp. The July 11-15 KOAM Encampment got off to a HOT start this year. Camp is always a great time what ever may happen but we had some reservations as Pittsburg University was once again doing some remodeling in the dorms and some untimely work in the swimming facility. Housing was moved to the other side of the campus which gave us a bit of a walk back to the Underground for services and classes. With some added precautions all in all it seemed to work out just fine. Check in went smoothly as we registered 158 campers for the week. We were please to have Bro. Dusting Wisely as our Evangelist. He did a wonderful job in presenting the messages and we were privileged to see 6 campers surrender and come to know the Lord. We hope that their experience at camp is one that they will remember and remain in Gods service as they grow in their churches. Bro. Aaron and the B.A.N.D.,  Bold And Noisy Disciples brought another band from Arkansas with them and they did a wonderful job. The Bands put on a concert on Wednesday night and all who attended seemed to really enjoy it. Even though it was hot everyone turned out to give there support in all the games and we appreciate everyone s sportsmanship in this and a special thanks to Bro. Steve McGee for coordinating all the sporting events. Since the pool was being remodeled we gave out coupons to go to the Pittsburg public pool. With the added July heat everyone seemed to enjoy that opportunity. Pittsburg State University has been real good location us for the past several years, but we have been looking for a different  camp site to go to and we are happy to announce that next years camp will be at Beth-Eden Bible Camp in Conway, MO on June 12-16, 2006. We have had several opportunities to talk with Bro. Don Brown who has built this camp and he is real excited to have us come. Our evening services are a highlight for many of us and we are looking forward to having Bro Andy Neal from Jonesboro, Arkansas to be our Evangelist for the week. It is always enjoyable to be able to get away for a week and see the youth grow spiritually in the Lord and camp is always an inspiration to me every year. ARTICLE I  NAME This body shall be known as the Baptist Missionary Association of Kansas and Western Missouri (herein sometimes referred to as the  Association ) ARTICLE II-PURPOSE The purpose of this Association shall be for member churches to voluntarily cooperate together in the fellowship of Christ and in the sponsoring and support of mission endeavors as is set out in these Articles of Cooperation. ARTICLE III  MEMBERSHIP Section I  Only Missionary Baptist Churches in sympathy with the Doctrinal Statement and Articles of Cooperation of this Association and desiring to cooperate with the member churches and the program of the Baptist Missionary Association of America may be admitted as members. Section 2  At an annual meeting a Missionary Baptist Church meeting the qualifications set out above may petition for membership to this Association. A petitioning church will be received as a member upon the unanimous approval of the messengers present at the association meeting where the petition is considered. Section 3  This Association is an independent and sovereign body and recognizes that each member church is also independent, autonomous and sovereign. This Association does not claim to exercise any authority over any of its member churches. Section 4  Maintaining Purity (a) In the event any church s right to be represented in this Association is challenged, the challenge must be in writing and approved by a challenging church on the basis of an alleged unscriptural doctrine or practice. (b) The Association reserves the right to withdraw fellowship from any member church violating the bonds of this union. Said church shall no longer be a member of this Association following a majority affirmative vote of the messengers at the meeting where such matter is presented. Said church s recognition as a member of this Association, and their appointed messenger s responsibilities shall terminate immediately. ARTICLE IV-MEETINGS Section 1  The Association shall hold an annual meeting on the fourth (4th) Saturday in June each year convening at 10:00 a.m. Section 2  The Moderator may call a special meeting of the Association at any time by giving two (2) weeks notice in writing to member churches stating the purpose of the meeting. Section 3  Each member church shall be entitled to be represented at meetings of the Association by three (3) messengers appointed by the churches. Each messenger must be a member in good standing of the church they represent. Each messenger is entitled to a single vote on each motion. Section 4  Each member church is encouraged to report in writing to the annual meeting of the Association giving statistics of the church s work for the year as accurately as possible. Section 5  A majority of the member churches must be represented by messenger for a quorum to exist. Section 6  Roberts Rules of Order shall be the rule of conduct of all meetings of the Association and its committees. Section 7  All matters of business shall be decided by the majority vote of those messengers present, except as is otherwise provided. (1) Encampment Committee (2) Finance Committee (3) State Men s Fellowship (4) Publications Committee (5) Obituary Committee (6) Resolutions Committee (7) Other Committees (8) WMA (9) Missionary Committee (I) The Moderator may alter the order of business as he may deem necessary allowing a sufficient amount of time for all reports to be given to the Association . ARTICLE V  OFFICERS Section 1  Officers of the Association shall be elected at the annual meeting and shall take office at the close of the meeting in which they were elected. They shall hold office for a term of one (1) year. Section 2  The duties of the officers shall be those customarily pertaining to the respective offices including the following: (A) Moderator a. Shall preside over meetings with the privilege of asking the Assistant Moderator to take the chair for any specified purpose or any specified time. b. Shall maintain order at meetings c. Shall conduct the general business of the Association and shall have the privilege to attend and participate in any committee meeting. d. Shall appoint all committees whose selection is not otherwise set out herein. e. May vote at meetings in the event of a tie vote of the body. (B) Assistant Moderator 1. Shall perform the duties of the Moderator in his absence or inability to perform. 2. Shall perform such other duties as assigned by the Moderator. (C) Clerk 1. Shall keep a correct and current record of all proceedings of meetings. 2. Shall receive and prepare correspondence. 3. Shall perform other duties as may be assigned by the Moderator. (D) Assistant Clerk 1. Shall assist the Clerk. 2. Shall serve as Clerk at meetings in the absence of the Clerk. 3. Shall perform such other duties as assigned by the Moderator. Secretary-Treasurer 1. Shall be considered the financial manager of the Association 2. Shall receive and disburse funds as directed by the Association and/or the Missionary Committee. 3. Shall keep accurate records and submit to the churches and/or Missionary Committee written fi- nancial reports each month with an annual synopsis. 4. Shall have the ability to transfer funds between as- sociation accounts as the need arises. A written ex- planation of the transaction shall be sent to each church 5. Shall be considered a standing member of the Mis- sionary Committee and the Revolving Loan Fund Committee. Assistant Secretary-Treasurer 1. Shall conduct the duties of the Secretary-Treasurer should he be unable to carry out the duties of the office. 2. Shall assist as the Secretary-Treasurer may deem necessary. (G) Historian 1. Shall preserve recorded documents, news articles, and all other items as historical artifacts. Missions Director 1. Shall preside over the business of the Advisory Committee of the Missionary Committee. 2. Shall act as liaison between the Association, Missionary Committee, Revolving Loan Committee, missionaries, and the BMA of America Missions Department. 3. Shall be considered a standing member of the Missionary Committee and the Revolving Loan Fund Committee. (I) Assistant Missions Director 1. Shall conduct the duties of the Director of Missions should he be unable to carry out the duties of the office. 2. Shall assist as the Director of Missions may deem necessary. 3. Shall serve as one of the five members of the Advisory Committee. ARTICLE VI  COOPERATION Section 1  This Association may maintain a cooperative relationship with other associations of Baptists with the same faith and order by correspondence, joint ventures, sending representatives to meetings, and other methods of voluntarily working together to accomplish the objectives and purposes of this Association. Section 2  In accordance with Matthew 20:25-27, we declare our condemnation of the ecclesiastical lordship of conventions found dominating many churches today. Section 3  This Association is opposed to alien baptism and open communion. Any such church practicing either or both of these is deemed unscriptural in faith and practice. ARTICLE VII  COMMITTEES Section 1  Missionary Committee  (A) Shall plan Associational activities dealing with education, inspiration, fellowship, publication, and mission involvement during the year. (B) Shall be comprised of two (2) committeemen in good standing from each church. The Secretary-Treasurer shall be a standing member of this committee. (C) Shall have a majority of committeemen present to form a quorum. (D) Shall elect officers from among its members at the June meeting. (1) Chairman (a) Shall preside over all of the committee meetings. (b) Shall call special meetings as he deems necessary or as requested by a member church. (2) Vice Chairman shall preside over all meetings in the absence of the Chairman. (3) Clerk shall keep an accurate record of the minutes of each meeting. (4) Nominate Assistant Clerk (E) Shall nominate candidates for the offices of Missions Director, Assistant Missions Director, Secretary Treasurer and Assistant Secretary Treasurer. (F) Shall fill all vacancies among missionary personnel and committees of the Association between meetings of the Association except as is otherwise set out. (G) Shall have the power to instruct the Secretary-Treasurer to disburse funds as it deems advisable. (H) Shall report to all meetings of this Association. The approval of minutes of this committee by the Association shall constitute ratification of all acts of this committee reported. (I) Shall meet twice annually, once in June prior to the annual session and once on the first Saturday in November at 10:00 a.m. (J) Special meetings may be held at times subject to the call of the Chairman. In the case of a special or called meeting at least three (3) days notice shall be given each church. The secretary of the committee shall contact each church, notifying them of the time and place of meeting and the nature of the business to be transacted or considered. Sufficient time shall be given to permit church action prior to the meeting time on all major considerations. (K) Shall elect a sub-committee known as an Advisory Committee which shall consist of five (5) members, two from the BMA of Kansas City and two from the Bethel District Associations each serving a two (2) year term, with two (2) members, one (1) from each district association rotating out each year. The fifth (5th) member shall be the Missions Director who shall chair this committee. Three (3) committeemen present shall constitute a quorum. Tenure on this committee shall be two (2) years with two (2) members elected annually. This committee s duties shall be as follows: (1) Shall make recommendations concerning new missions projects and personnel. (All missionaries and/or church cell leaders shall be required to sign an agreement to the Doctrinal Statement of the Association.) This Committee shall work to locate and evaluate prospective mission fields for church planting or shall evaluate a mission field that may be presented for consideration of cooperative support. As this committee recommends new missions projects to the Missionary Committee, it shall schedule a proposed time-line for the development of the missions project. (2) Shall remain available to missionary personnel for assistance as desired. The Advisory Committee shall work to advance the cooperative development of the missions projects into self-governing, self-sufficient churches actively involved in the business of this Association. Evaluate the work and progress being made in each project and recommend either continuation or termination of the support of the project, the missionary, or both.  The Advisory Committee be empowered to provide emergency financial assistance up to $500.00 when they determine that it is deemed necessary (added during the 2004 annual meeting) Section 2  Publications Committee (A) Shall publish the communications materials for the Association including the Baptist Herald and perform other publicity, promotion, and communication as shall be assigned to it by the Association or the Missionary Committee. (B) Shall be composed of three (3) members elected at the annual meeting of the Association for a term of three (3) years with the term of one member expiring each year. (C) Shall meet at the request of any committee member. Two (2) members present at a meeting shall constitute a quorum. (D) Shall report annually to the association and otherwise as may be deemed advisable. (E) Shall nominate an Editor of the Baptist Herald to the Association. His salary will be determined by the Association (F) Shall nominate an Assistant Editor of the Baptist Herald to the Association. He shall work with the Editor as the Editor deems necessary. Section 3  Encampment Committee (A) Shall be to receive and disburse all funds sent to the KOAM Encampment, plan and promote all activities for the encampment. (B) Shall be composed of five (5) members elected at the annual meeting of the Association for a term of five (5) years with the term of one (1) member expiring each year. (C) Shall annually elect officers from its members. (1) Chairman (a) Shall act as moderator in all committee meetings. (b) Shall act as representative of the committee at any Missionary Committee or Association meeting. (2) Treasurer (a) Shall receive, hold, and disburse KOAM Encampment funds as directed by the Encampment Committee and approved by the Association and/or Missionary Committee. (b) Shall keep an accurate record of all funds and submit to the Encampment Committee, the Association and/or the Missionary Committee written reports of the transactions with an annual synopsis. (D) Shall nominate a Camp Director to be considered to the Association. His duties shall be: (1) To work with the Encampment Committee in fulfilling the purpose of the committee. (2) To attend Encampment Committee meetings. He may make recommendations and participate in discussions, but does not have the power to vote in the committee meetings. (3) To promote the encampment within the Association and outside the Association. (4) To be responsible for securing campgrounds and speakers for all encampments. (5) To enlist workers from participating churches to fill all needed positions. (6) To act as the sole liaison between the encampment and the proprietors of the camp facilities. Section 4  Nominating Committee (A) Shall present names of nominees to the association where such are to be elected, unless otherwise set out herein. Other nominations can always be made from the floor. (B) Shall be composed of three (3) members elected for a term of three (3) years with the term of one member expiring each year. (C) Shall appoint its own chairman and shall meet on the call of the Chairman. Two (2) members present shall constitute a quorum. (D) Shall report to the annual meeting of the Association. (E) All nominations for this committee must come from the floor of the Association. This rule applies only to this committee. Section 5  Enrollment Committee: Shall be composed of by members of the host church to report the enrollment of the Association to they body during each annual meeting. Section 6  Finance Committee: (A) Shall report to the association all funds received during the annual meeting. (B) Shall have two (2) members for a term of two (2) years with one rotating off each year. Section 7  Obituary Committee: (A) Shall report to the Association the deaths of members of cooperating churches as given on the associational letters. (B) Shall have two (2) members for a term of two (2) years with one rotating off each year. Section 8  Resolutions Committee: (A) Shall draft and report to the Association any resolutions which it may deem advisable. (B) Shall have two (2) members for a term of two (2) years with one rotating off each year. Section 9  Revolving Loan Committee: (A) Shall carry out the duties as outlined in Article VIII of this document. (B) Shall consist of four (4) members elected by the Association; one (1) from the BAM of Kansas City and One (1) from the Bethel District Association each serving a two (2) year term, with one (1) member rotating out each year. The Secretary-Treasurer and the Missions Director shall be standing members of this committee. (C) Shall have three (3) committeemen to form a quorum. Section 10  Other Committees: (A) The Association may have such other committees as it shall deem advisable. (B) When a standing committee is authorized, the Association shall elect its members and instruct the committee to select a chairman. The Association shall inform the committee of its duties, assignments, and method of reporting. (C) A temporary committee may be established by the Moderator to research a specific task and develop a report. Said temporary committee shall be dissolved upon the completion of its duties. ARTICLE VIII  REVOLVING LOAN PROGRAM Section 1  This program shall be overseen by the Revolving Loan Fund committee whose duties shall be the raising and disbursing of funds for the purchase of property and building of houses of worship and other approved missionary projects. Section 2  The Secretary-Treasurer shall maintain the Revolving Loan Fund. Any loan approved by the Association and/or the Missionary Committee shall be interest-free. Any non-designated funds received from the mission church shall be applied on the balance of the loan. Section 3  The Revolving Loan Committee shall establish security for a loan when possible. Section 4  The Revolving Loan Committee shall be prepared to report at any occasion to the Missionary Committee. Section 5  The Association and/or Missionary Committee may transfer funds to a mission up to 10 years after that mission has been established into a church. ARTICLE IX  AMENDMENTS Section 1  The Articles of Cooperation, or any section thereof, may be abridged, altered, amended, added to, or repealed. Section 2  The proposed amendment must be submitted to the Association in writing and signed by three (3) messengers properly seated by the Association. The three (3) messengers may be acting on their own, on behalf of a cooperating church represented by messengers, or by a committee of the Association. Section 3  The proposal must be presented during one session of the annual Association meeting. After the amendment s adoption is moved and seconded, it may be freely discussed. After the Moderator closes the discussion, the motion shall lie over until a subsequent session. Section 4  The proposal must then be given to a committee appointed by the Moderator to be indexed, edited, and incorporated into the present format, subject to the approval of those members who introduced the amendment. Section 5  The committee shall report their recommendation to the messengers at the next session. The Moderator may allow a period to discuss any editing or indexing that has transpired. Section 6  A two-thirds (2/3) majority vote of those messengers present at the subsequent session is required for the Articles of Cooperation to be amended. Section 7  In case the question of amending this document is referred to the churches composing this Association, the churches may send their vote either by letter or by instructed messengers. If a majority of the churches thus reporting express a desire for the amendment, the amendment shall pass. No particular form shall be required for churches voting by letter SUNDAY SCHOOL, CHRISTIAN EDUCATION BAPTIST NEWS SERVICE, W.M.A., TEMPERANCE SUNDAY SCHOOL As Missionary Baptists we have ever been interested in the spread of the Gospel of Jesus Christ. We have stood for an open Bible that all may know.  Thus said the Lord. Hence, we welcome the Sunday School as an opportunity that we might study and teach others, that we might show ourselves approved unto God, a workman that needeth not be ashamed, rightly dividing the word of truth, for the Word of God is sufficient within itself and the aid of the Holy Spirit to show sinners the way of Salvation and as a rule of Christian faith and practice. We believe that the Sunday School is one of our organizations which is second only to the importance of the church itself in the evangelization and indoctrination of the Gospel truths of all who will hear. CHRISTIAN EDUCATION Matthew 28:18-20 clearly establishes Christian Education upon a scriptural foundation. Christian Education is essential for the perpetuation of Baptist doctrine and practice. The teaching ministry of the church is a true index of her Christian Vitality and progress in the work of the Kingdom. Associational Baptists own and operate several schools that are worthy of our support. The following schools are rendering a valuable service to our Baptist cause: Central Baptist College, Conway, Arkansas; Jacksonville College, Jacksonville, Texas; Southeastern Baptist College, Laurel, Mississippi; all of these schools report record enrollments, have increased operating budgets. We recommend that prayers be offered and money given to our Baptist Missionary Theological Seminary in Jacksonville, Texas. This is our school and we should take pride in its growth and development BAPTIST NEWS SERVICE The Baptist New Service is a vital member of the work and function of the B.M.A. of America. This area of service is responsible for the statistical data tabulated annually from our local, state, and national associations. This information is then received in printed form by each local church. Along with the Baptist News Service publication, we recognize the Gleaner, which keeps us abreast of the needs and blessings of all our associational members. On our local level, our state publication, The Baptist Herald, keeps us aware of the progress of our sister churches in the B.M.A. of Kansas and Western Missouri. WOMENS MISSIONARY AUXILLARY The W.M.A. is an ever present and needed  helper in the Lord s vineyard. Every Baptist Church is blessed beyond measure in having one. Its purpose is to enlist women and young people for missionary study, to pray without ceasing in behalf of our missionaries and the undertakings of our general missionary endeavor, as well as to offer financial support toward our denominational programs. Seen in the above is a Stewardship, a dispensation of the Gospel, committed to the Women s Missionary Auxiliary. In the Church, and which is true of the local church, the W.M.A. is a steward of the Gospel in its neighborhood, the nation, and the world. Let it not be weary in well doing, for as it has reaped, it shall continue to reap. TEMPERANCE There is a great evil being practiced in our American society, namely the use of drugs, narcotics, and intoxicants. These induce actions of lewdness, immorality and intemperance in the users thereof. We now therefore go on record as opposed to these or the use of any other things that will so effect the users and recommend the total abstinence there from. We further recommend the temperate or moderate use of necessary things such as food, drink, or clothing. Intemperate use of food and drink will injure the health and well-being of the participants. Immodest dress will arouse passions and tend to encourage immoral actions among mankind. We are taught in I Corinthians 3:27,  If any man defile the temple of God, him shall God destroy. Hence we conclude that we should be temperate in all things. Missions Advisory Committee Report June 24th report Through Brother Larry Barker for another year. Each of these mission projects are being recommended at the same salary level as the previous year. The Advisors also are recommending the adoption of  Policies for Mission Projects, which is intended to challenge the missionaries and their respective missions to have the time needed to have initial growth and to also learn to accept the responsibility of gradually accepting the financial burden of their pastor salary. It also allows a time structure for the missions to know from the beginning what is expected of them to be self-sufficient. So that our state may move on to other mission fields as there are many places we need to go. Remember, Missions is our Mission! It has been a privilege to serve you this past two years and if reelected I will do my best to serve this association by challenging our missionaries, our churches, and each individual member of our churches to renew their zeal for missions in Kansas and Western Missouri. I will make myself available to come and share the work with any of our churches and will continue working with your advisory committee to provide for our churches the best mission program God will allow us to minister through. The Baptist Herald is a Missionary tool. But, Along with any other instrument, its usefulness cannot be realized unless the tool is utilized. Look over the tool s instruction to see if you agree with me. First of all, it must be well maintained. And the churches of this association have continued to financially support the paper. In fact, the account ended with nearly $250.00 more than we had at the beginning of the year. Thank you for being good stewards. Secondly, it must be full of information. Let me encourage each of you to check each issue of your church letter. If your church does not have a reporter, perhaps someone within your congregation is looking for a ministry to perform. Encourage your church to report to the paper each month. And third, it must be distributed. Take the paper with you when you visit shut-ins. Use the paper as evidence of our missionary projects when you are witnessing to someone. Tell people that the paper can be read on-line at www.baptistherald.org. Give the paper to your young people to educate them about Associational Baptists. Always keep in mind that this is your paper. Constructive criticism is always welcome. Let me know if there is any other thing I might to continue to improve. Respectfully submitted Jerry Derfelt FINANCE COMMITTEE BMA OF KANSAS AND WESTERN MISSOURI SECRETARY TREASURER REPORT JUNE 2004 - MAY 2005 This has been a very busy year for our state association. We added a second mission project, our expenses increased. Our income increased too, only not enough to prevent our ending balance to be reduced by several thousand dollars. Our income increased $1,473.63 over last year s report. Studying over the two years reports it is easy to see where contributions were up and other contributions were down. It is a blessing to see how people are working together in missionary endeavors. After all, we are Missionary Baptist s, right! We expended over $18,000 more this fiscal year than last year. That was due to several reasons, but mainly it was because of our increasing support for the Liberal Kansas project, and the addition of a second missionary to our work in Ottawa, Kansas. So we ended the year with $6,452.37 less than we began. Even with that, we should not be concerned as long as we continues to prayerfully follow the leadership of our Lord in all the decisions made by this association. If this were a business, I would agree that a more conservative approach could be considered. However, there s more people living within the area of this association that do not know our Lord, than there are people of faith. We have an awesome task ahead of us. Messengers 12, Visitors 11 with 10 churches represented. The State WMA meeting was called to order by the President Sister Dorothy Van Volkinburg. Sister Connie Prawl from Faith in Independence brought the scripture and prayer. Welcome was given by Nelda Hurd from Harmony Heights. Response was give by Sister Dorothy VanVolkinburg from Grace. There were no petitionary letters. Sister Janet Widger, our National WMA President, was introduced. She gave a brief talk on the National WMA work. Annual State and Semi-Annual State minutes were read. Motion and second to approve both minutes with corrections made. Carried Ladies Seminar committee member, Sister Gladys Boatright gave a report on the seminar, held at Crossroads Baptist Church. Sister Gladys recommended that we raise the registration to $15.00. Next year s seminar will be on May 5, 2007 at Grace in Joplin, MO Sister Val Blackmoore will be our speaker. Motion and second to approve the report.
